Admission and Recruitment of Persons with Disabilities

 

Admission of students and doctoral candidates and recruitment of employees with disabilities.


 

General Information

The following guidelines are to ensure the full participation of persons with disabilities in the admissions/recruitment process.

  1. Persons with disabilities have the same rights and obligations as other members of the University community. This also applies to the admissions and recruitment processes. Candidates with disabilities are subject to the same admissions/ recruitment procedures.
  2. Persons with disabilities taking part in the admissions/recruitment process should submit to the Admissions Council/Recruitment Committee a certificate of disability issued by the determining bodies for the purpose of the admissions/recruitment process. In accordance with (the Journal of Laws of 2023, item 100 of 13/01/2023), a certificate of disability confirming one of the following levels of disability may be submitted:
  • significant,
  • moderate,
  • light.
  1. The submission of a disability certificate or documents confirming the state of health of the candidate is voluntary.
  2. Failure to submit the abovementioned documentation will result in the application of the general rules of admission/recruitment as adopted by the relevant authorities of the University.
  3. Gdynia Maritime University processes personal data, including personal data on the health of:
  • disabled staff, students and doctoral candidates involved in the admissions or recruitment process.
  • Persons with disabilities who have an employment relationship with the University and previous employees, where they submitted a disability certificate during the time of their employment relationship with the University.
  • Persons with disabilities and former students, where they submitted a disability certificate during their studies.
  • disabled doctoral candidates and former doctoral candidates, where they submitted a disability certificate during their studies.
  1. The work of the admissions council and recruitment committees acting at GMU in principle does not change but only requires individual adaptation to the candidates recruited for an opening or submitted for an undergraduate or postgraduate degree or to the doctoral school.

 

Actions aimed at improving the admissions/recruitment process for persons  with disabilities at GMU

  1. The GMU website and the Online Application System should comply with the WCAG 2.1 and the Act on the availability of digital web pages and mobile applications of public entities of 4 April 2019. 
  2. Admissions and recruitment councils should provide reliable information to candidates on possible difficulties during their studies or work. This should include where applicable informing the candidate of the inability to study a marine discipline and working together with the candidate to find the best offer for the candidate at Gdynia Maritime University.
  3. To increase transparency and access all admissions announcements published by the admissions councils and recruitment advertisements published by the GMU Personnel Department should appear on the GMU website at least 1 week before the planned start date.  

 

Recruitment of candidates with disabilities to vacancies at GMU

  1. The publication of job advertisements should be made available on portals/advertising services dedicated to persons with disabilities, e.g.: sprawniwpracy.com, ipon.pl, etc.
  2. Gdynia Maritime University publishes job vacancies on its website on the page 'oferty pracy', to facilitate the access of persons with disabilities to job advertisements. Advertisements and notices posted on notice boards do not meet the requirements of full accessibility for persons with disabilities.  
  3. Before an interview, the members of the Recruitment Council should ensure that the additional needs of the candidate are met and determine the individual recruitment procedure for the candidate. These activities are to be undertaken following consultation with the persons concerned, and where required, with the Rector's Plenipotentiary for Persons with Disabilities as well. This procedure may focus on the following:
  • the conduction of the admissions process or a recruitment interview in a room adapted to the individual needs of the person with disabilities;
  • interviews may be conducted in exceptional cases of difficulty in travelling to the University's premises by means of a video call or online communicator; 
  • communicating with the candidate by email and telephone to ensure greater and faster access to information.

 

Recruitment of academic teachers:

  1. The process of recruitment of an academic teacher begins with the submission of an application by the Head of the Organisational Unit concerned to the Dean of the Faculty for the employment of an academic teacher, including an indication of the discipline(s) within which the academic teacher will conduct research.
  2. The dean shall request permission from the Rector to open the recruitment process. The application should include a proposal for the composition of the Recruitment Council.
  3. Should the Rector grant permission for the recruitment of an academic teacher, the Recruitment Committee shall be appointed by the dean of the Faculty.
  4. Advertisements for academic teacher vacancies should be made available on the website of the University's Public Information Bulletin (Biuletyn Informacji Publicznej), on the European Commission website, the Ministry of Education and Science website, the Faculty's website and two websites dedicated to persons with disabilities.
  5. Detailed information on the required documents during the recruitment process will be included in each job advertisement.
  6. Applications may be submitted starting on the day of publication of the job advertisement and ending on the closing date for applications as detailed in the advertisement.
  7. Holders of a valid disability certificate may submit documents electronically.
  8. Persons submitting valid disability certificates to the Recruitment Council shall have priority in the recruitment process where the employment rate of persons with disabilities is currently less than 6%, as in accordance with the Act on Occupational and Social Rehabilitation and the Employment of Persons with Disabilities.
  9. A decision to offer a candidate employment shall be communicated by the Recruitment Council at least by telephone, especially in the case of persons with disabilities.

 

Recruitment of non-teaching staff

  1. The process of recruitment of non-teaching staff begins with the submission of an application by the Head of the Organisational Unit concerned to the Rector of the University for employment. The application should include a proposal for the composition of the Recruitment Council.
  2. Should the Rector grant permission for the recruitment of non-teaching staff advertisements for academic teacher vacancies should be made available on the website of the University's Public Information Bulletin (Biuletyn Informacji Publicznej), on the notice boards at GMU, and two websites dedicated to persons with disabilities.
  3. The Dean or Head of the Department shall appoint a Recruitment Council to announce the recruitment.
  4. Applications may be submitted starting on the day of publication of the job advertisement and ending on the closing date for applications as detailed in the advertisement.
  5. Detailed information on the required documents during the recruitment process will be included in each job advertisement.
  6. Holders of a valid disability certificate may submit documents electronically.
  7. Persons submitting valid disability certificates to the Recruitment Committee shall have priority in the recruitment process where the employment rate of persons with disabilities is currently less than 6%, as in accordance with the Act on Occupational and Social Rehabilitation and the Employment of Persons with Disabilities.

Recruitment of candidates with disabilities for full-time and part-time (extramural) 1st-cycle and 2nd-cycle degree programmes and the GMU Doctoral School.

  1. The rules governing the opening and closing of admissions for each academic year are outlined in the Regulations for Admissions to 1st-cycle and 2nd-cycle degrees and the GMU Doctoral School of candidates with disabilities or chronic illnesses.
  2. In accordance with the Regulation of the Senate of Gdynia Maritime University for each academic year, candidates admitted to 1st-cycle degree programmes must hold a secondary school leavers certificate (świadectwo dojrzałości) or a secondary school leavers certificate and a certificate confirming results attained in individual subjects as part of the secondary school-leavers exam (matura). Candidates admitted to 2nd-cycle degree programmes must hold a 1st-cycle degree diploma.
  3. Candidates are admitted to a specific degree programme at the undergraduate or postgraduate level either full-time or part-time.
  4. Candidates for the first and second years of full-time and part-time 2nd-cycle degrees will be admitted within the limits of the places available based on a selection process.
  5. Detailed rules for the admissions process for each level and form of study, as well as the required documentation, are outlined in the Resolution of the Senate of Gdynia Maritime University on the admissions process for the relevant academic year. 
  6. The admissions process shall be completed online. Each candidate must register on the Online Admissions System at https://irk.umg.edu.pl . In the event of difficulties in registering on the Online Admissions System, support software is available. The Virtual Recruitment Assistant can guide persons with vision, hearing, and physical impairments through the online recruitment system.
  7. In cases where a disability makes it impossible or significantly difficult for the candidate to take part in the selection process, the Faculty Admissions Council supervising the recruitment process, together with the Rector of GMU and the Rector's Plenipotentiary for Persons with Disabilities, shall determine the procedure for the individual admissions process for the candidate.
  8. The Recruitment Council should ensure access through means of a computer workstation for use by candidates with a high-resolution monitor. The computer should be equipped with a keyboard with large keys and the workstation should be able to accommodate candidates in wheelchairs.  
  9. When applying to the University candidates shall be required to pay an administration fee, the amount of which shall be determined by the Rector.
  10. Should the degree programme applied for by the candidate go ahead in the current academic year, the administration fee is non-refundable. Where the degree programme does not go ahead in the current academic year and is cancelled or postponed, candidates may apply for a refund of the administration fee.
  11. Candidates have officially been offered a place on their chosen programme of study once they have been entered on the list of students. The lists of students are released upon completion of the admissions process.
  12. The decision to not offer a candidate a place on a degree programme shall be made by way of an administrative decision. An appeal may be made to the Rector within 14 days of the date of receipt of the decision.
  13. The admissions process shall be carried out by the Faculty Admissions Councils appointed by the Rector of GMU, who shall supervise their work.
  14. The principal tasks of the Faculty Admissions Councils are:
  • receive and issue documents from degree candidates and confirm their acceptance;
  • decide which candidates to accept to take part in the admissions process;
  • conduct the admissions process;
  • verify the correctness of the candidates' personal data in the system;
  • announce the results of the admissions process.
  1. The Faculty Admissions Council may refuse to accept a candidate's documents where they are incomplete, submitted after the deadline or are not accompanied by proof of payment of the administration fee
  2. In the case of candidates with disabilities, the candidate may submit to the Admissions Council a copy of a disability certificate confirming the degree of disability. The original is required only for inspection.
  3. If necessary, the Faculty Recruitment Committee may request assistance in the inspection of the candidate's disability certificate from the Rector's Plenipotentiary for Persons with Disabilities.
  4. Documents required to be submitted to the Faculty Admissions Council can be easily downloaded for the blind or visually impaired, in enlarged print.
  5. Candidates for degree programmes at Gdynia Maritime University shall submit the following documents, following their registration on the Online Admissions System, submit the following documents in files labelled according to the example provided:
  • Personal Information Form as generated by the Online Admissions System;
  • the original or a copy of the candidates' school leavers certificate (matura) validated by the University - candidates for 1st-cycle degrees;
  • a diploma/degree certificate or a certified copy confirming completion of a 1st-cycle degree, including a supplement - candidates for 2nd-cycle degrees;
  • two colour photos;
  • proof of payment of the administration fee;
  • photocopy of disability certificate, the original for inspection;
  • maritime health certificate - only marine specialisations at the Faculty of Navigation;
  • photocopy of a valid health record book for sanitary and epidemiological purposes, or a medical certificate for sanitary and epidemiological purposes - only for Quality Science at the Faculty of Management and Quality Science;
  • a medical certificate issued by a doctor of labour medicine - only in the Faculty of Marine Engineering - candidates for 1st-degree studies.

 

Regulations for Admission to the Doctoral School at Gdynia Maritime University

  1. Detailed rules on recruitment procedures for candidates wishing to study at the Doctoral School are regulated by the Regulations of the Doctoral School annexed to Resolution 199/XVI of the Senate of Gdynia Maritime University.
  2. Candidates have officially been accepted into the Doctoral School once entered on the list of doctoral candidates.
  3. Doctoral candidates officially begin their studies and gain the associated rights upon taking the oath for doctoral candidates.
  4. Doctoral candidates may study simultaneously at more than one doctoral school.
  5. No fees shall be charged for the education of doctoral candidates at the GMU Doctoral School.
  6. The academic year lasts from 1 October to 30 September and is divided into 2 semesters.
  7. Candidates who, in the admissions process for 1st-cycle and 2nd-cycle degrees, wish to take advantage of the possibility of adapting their admissions process to the needs of their disability, may apply to the Rector's Plenipotentiary for Persons with Disabilities during the ongoing recruitment process at the University.
